Three proposals for Academic Discourse on Human Rights & Freedom of Religion or Belief and a response to the Draft Plan of Action for the Second Phase (2010-2014) of the U.N. World Programme for Human Rights Education (A/HRC/15/28).  The proposals are suggestions for follow-up to Universal Periodic Reviews in Minnesota, Morocco and Norway. They are not endorsed by the academic institutions, governmental and non-governmental organizations named in the proposals.
